In recent years under the leadership of Chairwoman Jessica Millan Patterson, the California Republican Party’s Data Department has made significant strides to improve its data capabilities and harness the power of voter data to drive successful campaigns. Through numerous initiatives, the department has brought our party into the 21st century and enhanced the state party's data infrastructure, providing critical support to Republican organizations and candidates across California.

In 2021, the CAGOP moved our data from our longterm voter data provider to Data Trust. This transition involved the migration of over a decade’s worth of billions datapoints from our legacy database to our new warehousing solution. Since the transition, the CAGOP Data Department has added over 2.5 billion additional datapoints to the California voter file, which has significantly enhanced the party's data capabilities. We have also collected and standardizing data from dozens of other sources. With our new data warehousing solution and our strong relationship with Data Trust, the CAGOP is now better equipped to manage and analyze political data, which has become an increasingly integral part of modern campaigns.

Facilitating access to voter data for over 1,000 campaigns across California is no small feat. We have the nation’s largest voter file which encompasses approximately 22 million voters from 58 counties, over 14,000 districts, and numerous unique data points specific to California. Developing the most comprehensive and accurate voter file on the market demanded an extraordinary investment of time and expertise from our team and other data leaders in the field.

Thanks to our collaboration with Data Trust, we now have the unprecedented ability to access and manipulate data in ways never before possible for California Republicans. This has empowered our team to build custom voter files, refine data points, and make them available through our approved third-party voter data platforms, as well as develop our own proprietary analytics and visualization warehouse. As we often say, we are "data spoiled" here in California, and we have made significant strides in continuing to enhance our file with the most comprehensive data available.

Owning all of our data has been a game-changer in modernizing our organization and cultivating a culture of data-driven decision-making. Our partnership with Data Trust has empowered us to supply high-quality voter data to thousands of Republican campaigns and causes throughout California, providing us with a significant structural advantage that has impacted elections up and down the ballot across California.

In the 2022 General Election, we successfully retained every incumbent Republican congressional district, including the four we flipped in 2020. Furthermore, we seized the newly-drawn open 13th Congressional District, with Congressman John Duarte winning the nation's second closest congressional race by a mere 564 votes. We also celebrated another nail-biting victory, as Greg Wallis triumphed over a formidable opponent by 85 votes in the Inland Empire based 47th State Assembly District.

Voter File Enhancements:

Significant enhancements to the voter file have been made by the CAGOP Data team. Some of those major accomplishments includes the increase in the number of districts in our voter database. Starting with just 176 districts, our team has added over 14,000 districts to the warehouse while also standardizing thousands of district names and locations across the state. We also added 2 million more reliable cellphones and for the first time incorporated emails into the file, adding around 10 million emails for digital matching.

The department has also added California-specific data points, including the standardization of thousands of places of birth into common countries of origin, standardizing data for non-English-speaking audiences, adding valuable consumer data from Data Trust, and appending dozens of proprietary voter models to every voter in our database. These enhancements has made our voter file more comprehensive and accurate, providing campaigns with valuable insights into the California electorate like never before.

ABEV/VBM Return Collection:

The CAGOP Data Department executes the nation's largest and most complex absentee ballot and early vote return data collection and processing operation. This process was created in less than six months leading up to the 2021 Gubernatorial Recall and has improved efficiency with each subsequent election. We processed over 1,500 return files in the 2022 General Election in California.

To give campaigns real time information on VBM returns, the CAGOP Data Department sent over 25,000 Detailed Return Reports as well as published a public-facing dashboard that was been viewed tens of thousands of times during the 2022 General Election. These efforts are a testament to the our team’s commitment to using data to drive successful campaigns and ensure the Republican Party's success in California.

Campaigns Use Our Data to Win:

CAGOP Data has proven to be an invaluable resource for Republican campaigns of all levels, as evidenced by the dramatic increase in campaigns using the party's data. In just two years, the number of campaigns using CAGOP data has increased by 266%. This significant increase showcases our team and partner’s ability to deliver high-quality voter data and insights, which have become essential tools for campaigns seeking to engage and mobilize voters.

The 2022 General Election in California was decisive to deciding the majority in Congress. We defended all four of our 2020 house pickups and we won the newly drawn 13th Congressional District, adding a 5th new member to our congressional delegation. In the State Assembly, Republicans were victorious in the 47th Assembly District (Greg Wallis) by 85 votes and defeated a longterm incumbent in the 7th Assembly District (Josh Hoover). Republican Controller candidate Lanhee Chen was the highest performing statewide candidate, running almost 4% ahead of other Republicans across the state. Chen carried 16 congressional Districts, 23 State Assembly Districts and 13 State Senate Districts.

All of these campaigns leveraged our data to run efficient and effective campaigns in both their paid advertising and grassroots voter contact efforts from their field programs. This approach enabled Republican campaigns to collectively save millions of dollars on access to high-quality voter data, allowing them to allocate their resources towards meaningful actions that drove tangible results.

The addition of thousands of new districts to the database also allowed for hundreds of local campaigns for county supervisor, city council, school board, water board, fire board, and more to use our data. Our data helped shift the balance of power and create meaningful change in hundreds of municipal districts across the state of California.
